The whiter outer parts of the column are brightened up due to fresnel lighting. However, the center of the column is also brightened up slightly due to a variation of fresnel lighting as well. The center part of the column is lit by simulating light reflecting off things and creating a backlighting. EG: as light reflects off sunny-facing surfaces, it bounces into shadow-facing surfaces and scatters around. Part of that would be the lighting bouncing off the column onto the vehicle and back onto the column to reinforce the lighting. This backlighting sort of simulates that. As you drive around, you'll notice the backlighting and fresnel shift on the column, which gives it depth and dimension. Everything has this fresnel rimlighting and backlighting now, which adds more depth to objects and scenes.
