Is it recommended to go from V8.2 to this one right now or not? Will this one play smoother than 8.2 or will it be more buggy right now?
V9 Alpha is for internal testers only, meaning people that I know and have given the password to (it is a password protected file). The V9 Beta will likely be public, though.

Included. But if you lack a DLC, you're hooped.
Will the future public beta work with the Game of the Year version of Fallout 3 on Steam?
It will require all the DLCs, and it should work with steam. If other mods do, then this one will.
