Yes, Panther and Panzer4 were able to turn their turrets. Even the with the armor skirts on the turret. The tank you mention is a Stug 3/4, Jagdpanzer 4 or Stuh(or anything similiar).

Well thats something different then. The D1 is a special modifikation, from your question it sounded entirely different to me, like you asked if a basic Panther/panzer 4 could turn its turret. Then it really depends what they want this to be and Im not entirely sure if thats 100% correct since its says: "some sources state...". Time to travelback in history and steal some blueprints!

Well some people just get confused with the mass of tanks and numbers out there and someone who doesnt know anything about tanks might mistake the Panzer 4 with a jagdpanzer 4.
Imagine you read an article with just some text saying the Jagdpz4 cant turn due to a stuck turret (just making up random **** right now) and then you see a Pz4 you might mistake them actually. But obviously everyone who knows a bit about tanks realizes that

Nope, it was unable to turn its turret because the ring's size didn't fit. It was welded on the Bergepanther.
I read in a Model magazin the same , Turret cant be turned because bolted on Panthers deck and in Command Tanks often the Gun Breech was removed to save space for more Radios only the Barrel was left sometimes replaced with a normal steel tube so he is not recognized as a command tank

Theres shitloads of weird german tank prototypes lol. (just like Beta said). Theres even a Tiger-prototype with rear or front mounted turret which looks even way more strange xD
