That's an icy fairy from a indie game series called Touhou (it's a Shoot 'em up series of games). The fairy's name is Cirno and one of the memes associated with her is that she thinks she is the strongest (hint: she not the strongest, not by a long shot).
Don't worry if none of what I just said makes any sense, you're not alone in that...
Actually. She IS the strongest... OF HER KIND.
