Victoria 2 is a good game and mostly balanced. But lets be honest: Paradox didn't give any chance for the Confederate States of America during the American Civil War. The confederacy starts in 1861 in AHD with small force, bad economy and are limitsd by status que CB. Even if by some miracle the CSA survives, it has no much to do next until the next war. I saw a lot of you guys want a rebalance mod. So I made this minimod to balance it. Here are the changes made: 1. CSA CB changed to conquest, which means the winner can unite country. 2. In 1861 the CSA starts with bigger forces while the USA starts with smaller forces (but they will grow overtime). 3. The rulling party of CSA in 1861 are now reactionaries, so you can take more taxes to keep the army in the war. Usually they will be replaced in the first election, which propably be held after the war. 4. As CSA you can also buy Alaska and annex Hawaii, if you unite the nation.
