Rocket ATV is very good, lots of pronounced detail. A good normal and specular map. Much better than the Anubis Battle Tank.
I think that the stronger 'line' detail is much better for an RTS, especially C&C3.
Anyway, it's your teams design decision.
You say 'line detail'? In my personal opinion you're right, but unfortunately I'm not a designer :P Anyway, I'll see what can we do.

I think ATV have best texture :) Infantry is cool too, please upload a screenshot with closer look at infantry :)
that rocket ATV reminds me Total Anninhilation :D
