Good question, i think it is a Black Noldor elf but not sure
As far as I know there is not a single Elf who willingly served Morgoth or Sauron. And I repeat willingly, correct me if I'm wrong though.

Yes, who is the one on the right, not as good as the other two. The Witch-king and the Mouth of Sauron are just fantastic, regardless. =D
Look at his ears, he can't be an elf ;) So a black numenorean like the mouth ? ;) Or logically, wich-king's coming from Angmar, the Mouth of sauron from the lost kingdom of Arnor, and the last one... a Corsair maybe ?
