Think I might add my 2 cents here:

First off, roads don't usually tile like that. It look odd. I'd just stretch the texture to fit, and if it looks too low res make an entirely new one.

The lighting you have is a bit odd. You have an intensely foggy level yet the sunlight/shadows is still very direct like its mid-day. In an intensely foggy area, sunlight is faded through the clouds and the result is fewer lighter shadows (If any) and a little less direct sunlight.

What is that intensely white object in the top right corner?

Trees in urban environments should not have branches sticking like that too close to windows.

Instead of using the large freeway style light, I'd recommend a smaller more urbanized light that wouldn't be too bright for a setting like this. Something custom would be nice.

That stair set in the background should have some sort of hand-railing as most stair sets near precarious streets do.

Speaking of precarious, that road turn is very sharp and seemingly unnatural. I couldn't see a car trying to turn that too easily without possibly hitting another car coming the other way.
Unless its actually a bike lane or something. If it was, it certainly wouldn't be that big.
Perhaps smoothing the edge or the entire road would do the trick.

Ok, I'm done. :)
