Might be hard to realize, but this is a TIBETAN troop, not a Chinese one. And yeah, a few of their troops did in fact use shields. They did since the ancient days. I recommend picking up a book or visiting myArmoury.com (or Googling 'Chinese shields') Another good site to browse would be Chinahistoryforum.com

These warriors hail from one of the many noble clans that still influence political life on the Tibetan plateau such as the Lang, Kyura, Tshalpa, Nub, Tumat and Gyalpo. Many of the sger pa class are descendants of the ancient royal families, and some may even claim lineage to the Yarlungs. Without a powerful ruler to rally around, these minor nobles have attached themselves to the new centers of power: the Gompas. Providing land, protection and administration, the old noble families have aligned themselves with new Schools of the Sarma revival of Buddhism. As the Abbots compete to attract devout followers and ordain more monks, the aristocracy is also seeking to extend their personal power base.

These warriors fight on foot (rkang thang) without substantial armour, barring their distinctive large shields (sba phub). Their fine robes may appear delicate but they are accustomed to combat, and were raised with a martial culture from a young age.
