The Age of Legends is a total conversion series based on the Star Wars Expanded Universe, from the aftermath of Endor to the defeat of the Yuuzhan Vong.
So far as I'm aware this will be a totally unique feature in the NJO mod...
The Maw Irregular Fleet was formed by Daala during her years of hiding in the Maw between the end of the Black Fleet Crisis and the Second Galactic Civil War.
In the Balance Point GC, the New Republic can currently travel to the Maw and, under certain conditions, begin salvaging Imperial superweapon designs - prompting member worlds and the New Jedi Order to leave in protest.
Now, the Maw is guarded. The Maw Irregular Fleet consists of various old (mostly) Imperial designs cobbled together by Daala to serve as a kind of auxiliary force should the Empire and her former subordinate Pellaeon ever require her assistance. So far as we know they were not particularly active, if at all, during the Vong War so will not be active on the galactic map. They are part of the 'Hostile Forces' non-playable faction; (aka 'Pirates' in the original game).
During the Second Galactic Civil War, Pellaeon would contact Daala using the Darakaer code, bringing her and her fleet out of seclusion and back out into the galaxy. In the planned sequel to the NJO mod covering this period, (provisionally titled 'Rise of Caedus') the Maw Irregular Fleet will be upgraded to a fully playable faction.
Because of the Maw's role in developing secret Imperial weapons, and the Irregular Fleet's use of myriad TIE designs, I've decided to make two TIE Experimental designs part of their roster (the M1 'TIE Bizarro', and M3 'TIE Warhead'). This isn't 'canon', but it isn't in conflict with canon and fits nicely with the lore and the Irregular Fleet's origins.
Nice challenge for the beginning of the GC if you want those super weapons.

have they these upgraded weapons or is the fleet merely cannon fodder?
I’m saving that for the 2nd GCW, so no upgraded weapons. But they aren’t cannon fodder: the TIE Experimental designs are very effective. And: Venators have more hard points now than in ICW, and these Acclamators are the Acclamator II Star Frigate variant, meaning they are more suited to ship-to-ship combat.
