Yes after you took 3rd artifact, the game is over. But yo can shoot to the third artifact by gauss weapon ant take it next to the bridge.
About other questions:
Yes, you need to save Gunslinger.
And you need to kill Lebedev and Bashnya after you invite Monolith.

You need to find 3 artifacts of death, invite to Monolith and kill Lebedev and all Clear Sky members. Second artifact you will find, when you invite Monolith, third on the Zaton, on bridge. To go to Zaton you need to save Locman in Limansk.

Why it is not playable? Do yo love mods where you have quests kill-money or find-sell? This mod is for people, who love new zone on new game. Yes, extracting db files is very hard, but what you want? You can find some files on official cite or I can give you some files.
