i did found out the issue was that i had to manually add the patch into steam since i couldn't install it into it, managed to get it to work .

Alright so i'll just say it i'm new to modding this game and maybe i just did something wrong or i don't know, but i installed the 1.3 unoffical patch added the files into my addons folder and i'm not seeing any of the added stuff in my instant action, sorry if i seem stupid first mod next to 1.3 i've added any help would be appreciated. Also running the steam version.
