One balance problem I've discovered is that restricting the Liberty's shield restore capability to level 6+ means there's no coming back from a major loss. It's the only directed shield-boosting ability in the fleet. So if you lose your level 6+ Liberties you've basically permanently lost your ability to shield boost, as in doing so the enemy fleet will level up and make mincemeat of your fleet which is now unable to properly tank.
It's not like the Imperial II which gets the capability immediately, or a Dunov. It would be more balanced to have the Overlapping Shields have a restricted level cap for level 2+ and unlock the direct heal earlier.
