Glad PR won, the devs over at realitymod.com, have seriously worked some major butt to fix Battlefield 2, to work on a realistic aspect on the limited engine. (Though the BF2 engine isn't bad if you think about it and PR clearly shows what you can do)

Your system specs should be able to run Project Reality perfectly on all high.
Unless you are playing on servers which are far, far away from your connection, only then will you get any server lag; however that is due to cables not being very well connected to your specific country e.g. service providers such as Level 1, Cognet etc. However the only other reasons you would be getting lag are either you playing under Vista (Which there have been several problems for others with) or some other unknown reason.
I suggest going on the Realitymod.com for support; to get a more detailed answer.
I don't agree with you there. This mod is a realism mod, calling a group some other group is straying away from the realistic aspect of the game. There have been also talks on the forums of renaming the MEC faction to something else, as it was unrealistic to have a name for a faction which doesn't, in reality exist.
Though the concern for the name 'Taliban' is heard, it's not really a HUGE issue. Besides, any publicity, is good publicity, especially for a mod like this which thrives on gaining more gamers.

The core is an .exe (Executable file) you should be able to run it.
Then you of course have to download the map .exe, then you will see an icon you can click to play PR.
