1: that would makes sense if it didn't also include the Federation branch of that research. It's not a relationship thing. Before you start researching, it tells you that you need a point in XX research and lists it twice. You then research what it names to the max and it says you need a point in the research you already have maxed out. On the Cardassian branch it names a point of research you need that isn't anywhere on the research pages at all.

2: I didn't say it was a credit drain. It's completely unstable. Let's say that all of your planets plus your commerce centers total up 120/s income. You have your fleet upkeep showing as 50/s. The income will start at 70/s and tick down to something like 5/s and then go right back to 70/s to tick back down to 5/s and keep looping over and over. This ends up causing your total credits to go anywhere from 2500 credits to -150 credits and just keep bouncing all over the place with no predictable pattern. On larger maps with larger fleets, the only way to progress is to try selling just enough resources for the credits you need and try clicking on purchasing before those credits just simply vanish into thin air.
