Yeah, setting that to russian helped me with the name thing. Looks like it doesn't help with your issue though, sorry.

Just to clarify, I'm talking about the "System Locale For Non-Unicode Programs", not the language your windows is displayed in. Click Start, then Control Panel. Click "Clock, Language and Region" and pick Region and Language. Click the Administrative tab. "Language for non-Unicode programs" should be set to "Russian (Russia)".

Anomaly has a problem with accepting cyrillic characters when not on a windows locale that supports them by default. For example, I couldn't name my characters with cyrillic letters even though I play the game in russian, and have russian as a keyboard language in windows. Changing windows locale to russian helped with that. The issue you're facing might be the same in its nature.

"убежища" directly translates to "shelters"."обители" is more akin to "abodes", and for some reason back when I posted the original comment, I felt like it didn't fit as well as the word I've chosen in the first translation.
Due to how russian works, the above options only work for "sanctuaries", I'll include an alternate version for "certain influential individuals...", with the more fitting word for "abodes", although that word is a little bit obscure, and also kinda feels like way too direct a translation - the word "обители" is about as specific and unusual as "abodes" in english, while "жилища (в жилищах)" translates more widely as living spaces of some description, probably a house as opposed to a room/flat. Hope this is enough to help you pick the right option.
The other version: "Некоторые влиятельные люди позволят вам сохраниться в их обителях если вы с ними в ладу."

Two more things I noticed - "Остальные фракции позволят вам сэкономить на своих базах в зависимости от вашей репутации.", "сэкономить" means "to save money", "Остальные фракции позволят вам сохраниться на своих базах в зависимости от вашей репутации." is correct.
For "ui_mcm_lst_Sanctuaries_Friendly", "Дружественный" better describes potential faction relations, while "Дружелюбный", the current translation, is used to refer to friendliness as a character trait.

Edit the file in whichever mod you want to load last (or make a separate archive with this file in a proper folder structure (gamedata\configs\creatures\m_stalker.ltx for this patch) and install that as a mod), copy the differences between the mods, make sure to use the right parts of the file from each mod. For example, in this case you'd take all the fov, luminocity etc etc values from this mod, and the part that's named "death animations" from, well, Death Animations.
There are programs that can be used to compare multiple text files, those are very useful for making patches. I personally use WinMerge, but I'm sure there's more. Just use one of those to compare the files, maybe compare them with the vanilla file to see what they change, merge them appropriately, save the result, make a proper folder structure, archive it, install as a new addon.

Hey, I noticed it says you're not sure how to translate "Certain influential individuals will allow you to save within their abodes if you are on good terms." to russian. I'd suggest something along the lines of "Некоторые влиятельные люди позволят вам сохраниться в их жилищах если вы с ними в ладу.". Some of the words can be changed depending on the style you want to go for.
Also, I'd like to point out that your chosen translation for "sanctuaries", "святыни", is a word with explicitly religious meaning, as opposed to the fairly neutral english version. Which is fine if that's your intention, but I feel like it doesn't fit as well as other potential translations.
