Do you mean "downloaded"?

"It says I have no missions installed, so I click on the training mission to install it. But it still says I have no missions installed afterwards. What do I do?"

Did D3 restart after you clicked "Install this mission"? Also, if you go to the menu "New mission", does it offer you the training mission?

As for other fan missions, you need to manually download them from Thedarkmod.com for now. (v1.03 will contain an automatic ingame downloader).

After downloading a PK4 file, put it into the folder doom3/darkmod/fms/ and then restart the game and the new mission should be in the list of installable missions. You can only have one mission installed at a time, to switch missions simply "install" another one. You can always go back to the first by "installing" it again.

Did you put it into the "fms/training_mission/" folder? I think that wouldn't work, put it into the "fms/" folder or better into for instance "fms/chalice/" (each on its own) folder.
