Can I ask why I can't access Kingslanding Faction when I am a vassal of the Targaryens, also all the towns the Targaryen own has no faction armours

Why can't I access faction blacksmith for Kingslanding when I became a vassal for Targaryen, also faction blacksmith for Targaryens has no armour only a shield and a banner??
