I've been trying in 1.201 to get the Shockwave content in the world builder. My goal is to create a map with a naturally occurring, meaning the player doesn't create it, and self sustaining base with every faction and faction variation as well as at least one of all tech buildings. I can get vanilla tech buildings in just fine on maps like Come n get it, but I can't access Shockwave added buildings or factions there, they aren't in the build menu at all. For some reason, I also can't place a GLA stealth general or vanilla boss general command center under civilian control like the rest, they just don't show up outside the builder. I've tried loading actual shockwave maps, but loading any map with the SHW tag on the end of its name instantly crashes the builder.
