Just follow the guide in the Smod Standalone main file description:
!You need to have installed steam versions of HL2, HL2:deathmatch, CS:S and Source SDK Base 2006 (you can download SDK in your steam library's "tools" section)!
Step 1, Download and extract "Smod Standalone.7z" into your /sourcemods/ folder directory.
Step 2, Download SMOD : Tactical REDUX.
Step 3, Extract "smodtacical.7z" into your /sourcemods/Smod Standalone/mods/ folder directory.
Step 4, Go into the /sourcemods/Smod Standalone/ folder.
Step 5, Run Smod Standalone.exe
Step 6, Click smodtactical.
Step 7, Enjoy!

FINALLY, I fixed it! I copied files (steam.dll, steam_api.dll, steamclient.dll) from sdk 2006 to Smod Standalone and now it's working good.

I get an error when I try to start the mod:
The procedure entry point SteamMasterServerUpdater could not be located in the DLL D:\\Steam\steamapps\sourcemods\Smod Standalone\bin\engine.dll
I have installed HL2, HL2: DM and episodes, CS:S, Source SDK Base 2006, 2007.
I have already checked the integrity of the SDK and HL2 files.
I would really appreciate any help
