This is something that we are going to be optimizing. The primary cause for some of the slowness in some areas is a result of the type of lighting that was used. The next preview release will have more options to allow for a smoother play experience across a wide range of computers, and laptops.
Actually this is possible. Some regions have much more land to exploit, and more resources than some of the developing nations. As a result you can technically setup large industrial sectors with only the minimum amount of healthcare and wellbeing to keep them surviving, while you go about making the rest of the world a better place (as you see fit.)

I really like what you've done here! I have been toying around with creating something similar on a much smaller scale in unity. So seeing this being made gives me hope.
Congrats! It's great to see this game come back into the spotlight again as a sequel.
