You use the same tools that you use to make a zombies map.
Radiant is used for map editing.
I personally use notepad++ to script my maps.
Singleplayer maps are much harder to make than zombies maps, due to the amount of code you have to write. (This map had around 1000+ lines of code).
There are tutorials to follow that could help you with singleplayer mapping on the modsonline website. (The tutorials in question are actually in the cod4 section, but these games run on the same engine).

The project isn't dead dead. But I can't work on it like I was - where I was crunching to get a map done, and constantly burning myself out. I actually made changes to one of the maps today. But don't expect an update for a long time.

I appreciate the honest review! As for the NPC spawning, you are given 8 allies (I think it's been a while) that will respawn when the others die. There's just more enemy NPC's than allied ones because when I tried it at an equal amount it got WAY too easy.
I agree though, replaying it, it feels mediocre.

First you download and install the mod into your mods folder.
In game, you find Tokyo in your mods manager, and launch it.
Then you type in "devmap tokyo" to launch the map.

1. Jeez I didn't realize this was much of an issue (I and a few friends played it but we never ran through the map). I tried to use AI kill functions in the map early on, but for whatever reason they just wouldn't work. (The AI just never died). I currently, in a file I call "AI_Util.gsc" (not used in Tokyo) have something that sets AI count to 0 so they stop respawning, but nothing to delete or kill them. I probably should get off my lazy ***, learn how to do that code and then give this project an update.

2. Yeah, I realized that nearing the end of the map's development and just decided to release it as is because I got lazy. (also because I had set a deadline for myself). Usually when I played I just used the actually beach line as cover (retreating down the hill to the water and then back up) but it is one of the most tedious encounters (besides the tall grass lake, which I originally thought was awesome but now have come to realize that it sucks). I noticed bullets don't travel through the entities that the player can travel through, which is nice. But it doesn't help the fact that the encounter on the beach feels just as cramped as it is open.

Also, fun fact. If you ever get the chance to replay it (it's okay if you don't we're all busy), I placed a sniper rifle nearby the beach area in the treeline (which is accessible by the player, though it doesn't look like it). Those trees provide ample cover, but also note that this is probably the cheesiest way to play the level and I genuinely don't like how this portion of the level plays too.

You must launch the mod from mods in the main menu.
Afterward just type in devmap tokyo in the command line and it should work.

Nope! It's actually based on a Half Life mod of the same name. However, the similarities between the Half Life mod and this mod end at "fighting time travelling nazis".

The next set of missions I have planned might not be in the ostfront, but will include every single type of character, weapon, etc. so expect some ostfront style levels! It'll all be very fun! (Hopefully)
