I assume you typed that in like
g_kill [sim_default_stalker_023990]
If so then i have no freaking clue, sorry man.

Try this:
Open the console and type in
g_kill [sim_default_stalker_048692]
or
g_kill sim_default_stalker_048692
Or both, no harm done.

Blowout happened and that guy got caught in the open, the game marks him as dead but he survived somehow.
The same thing happened to me but on the cordon itself, save before the blowout ends works just fine, save after the blowout crashes with the same message except the ID is different.

I guess another bug to mention: I am pretty deep in the campaign at the moment, playing as chaos i defeated most of the enemy strongholds knocking out every one except the Eldar and the Necrons. After doing the gate mission i rushed in to the Necron stronghold, watched the cinematic and got a freeze, "Fatal Scar Error - Execution Paused" and i had no starting building to boot, only the ones i brought in using forward base ability.

I have a question, is the Dragon bow suposed to be awfull when it comes to accuracy? I have a bow skill of 340 and it feels like im using it with 50 bow skill, the Reticle starts to degrade almost instantly after i draw the arrow and the spread on the shot is awfull.
Im asking if i need more weapon skill or is it not suposed to have 99 accuracy like it reads in the description.
