It is still coming, we just made the decision we will release it in totally full form in one go and with as much polish as we can possibly give it, along with support for normal MP game modes (with AI working in the normal multiplayer modes, as well).
But yes, the remaining issues we have are a total nightmare to fix- we want everything to work perfectly and consistently before releasing, the current issues being mostly related to vehicles (which are not in the public game code, so implementing larger-scale networking changes to them takes time.).
