Found it! I simply didn't look far enough along the RIVER BANK. You will see a dim yellow dot that is the dieing courier.....

I am already in free play and still looking.....

They are all over.....

One I found in the back of a truck by cranes...
One on top of a tank in back of the old gas station...

You have to look around carefully....
