What about switching to the resistance? I have played as Airstrip One, selected "Eyes of God" and didn't took the Ministry of Love for more resistance. Aaanndd... I've got an event that just spawned civil war without any option to choose sides. Whatever, i've used console to play as Free Britain. And the focus tree is steaming garbage. Why don't just use resistance focus tree? Also, Goldstein should have some positive trait, he's almost a legend after all. Maybe recycle Mao's "Cornered Fox"?
