I would like to explain this.
There have been many PVP servers and Fun servers running Freelancer vanilla and all kinds of mods. They all had in common that there were no players on them. In the end, playing on a server with no rules becomes boring and players leave.
Looking at servers that have lots of players, they all have rules. the more rules the more challenging is playing on it, so it seems.
The base development crew of FW:TOW chose for a roleplay server setup.
Surely there will be lots of PVP between the Empire, Republic,organized crime and free-range pirating. Also, there are no rules for civilians, other than that they have to stay civilian until they choose for a faction.
That said, looking at WoW there are about an equal number of RP and PVP servers. Perhaps things are changing. Not wanting to block the possibility of PVP, we decided to put the mod into the public domain after the release in December. So you can try to make a PVP server work if you like.
