I recall seeing a "Gnome Therapist" mod here: Forums.gnomoria.com
Contains both Cheat and No-Cheat versions, the no-cheat version only allowing you to change what jobs your gnomes are, etc (ie: Things you can do ingame anyway), while the cheat version lets you change your gnome's stats.
I think water drainage depends on the volume of water - if a pool of water can't spread out any more and it's above ~1% deep, I don't think it'll evaporate any further. Perhaps try making a few 1x1 holes and seeing if water lands in them, see what happens there! When those holes start filling up, dig out the rest of the moat. Try it.
I think you don't get pumpkins on old worlds - unless you generate new chunks.
