You're inaccurate in your historical view, having RELATIONS with a inferior person was seen as disgusting, but there was no prohibition against rape,
Jewish women were frequently raped in concentration camps, sometimes forced to breed with dogs.
Also, while German occupation in France was peaceful (Excluding rounding up the Jews and you know... Other Nazi-Fascist stuff) that was because they viewed the French as being genetically similar to Germans (Historically France was settled by the Franks, a Germanic 'Aryan' Tribe) and therefor worthy, however they considered Slavs to be completely inferior, near to the same level as many other minorities such as Blacks and Jews, and the Soviet Union was portrayed in propaganda as being controlled by Jewish Commissars and that their political beliefs were created by a Jew (Karl Marx was born Jewish. later converted to Christianity in his childhood but was markedly not very religious) the most extreme examples of German Brutality in the USSR was the Einsatzgruppen, a literal death squad (Deployed in the Eastern Front) whose only mission was to EXTERMINATE in order to create Lebensraum (Living space) for German colonists. They raped, murdered and brutally tormented local populations (Though the Ukrainians were somewhat supportive of the German army, more so because they hated the USSR, but there was anti semitism present as well).
A good example of the Einsatzgruppen was the burning of the Riga Synagogues, in which they rounded up all the Jews, trapped them inside the Synagogues and then burned them alive.
Now, while the many German Civilians died, and the actions of the Red Army included rape, murder and general brigandage, statistically the USSR suffered the most wartime losses with 20,000,000 to 27,000,000 dying, with an estimated 4,500,000 to 10,000,000 being civilian from war crimes and military causes alone (More died from famine and other related wartime misery).
As I said, the USSR can't be excused of their warcrimes against the German people, but perhaps can be understood as zealotry and choler reaching a peak, in which the simple soldier, a natural opportunist, see's the chance to exact revenge upon German soldiers, and their families.
Ultimately, WW2 was pure unfiltered madness, WW1 at least, was a stupid political miscalculation that resulted in war, but WW2 had absolutely no reason or excuse to happen, it was a time of political extremism, rivalry and bitter grudges reaching a exploding point with the culmination of 70–85 million people dying, including 6 million Jews in the holocaust and 5.7 million soviet civilians... Also in the holocaust.
