Hey thanks very much for your suggestion! So for the story the patrols are actually going to be robots, and the citizens you need to catch will be the engineers who designed and created them. The robots were corrupted and are locking the city down, kind of like the movie i-Robot. Most citizens will just walk around, but you need to track down the engineers who are in hiding because of the mistake they have made.

But yeah I will certainly try getting them to move vertically as you said, maybe put some ladders or fire escapes that let you get up to some buildings. That would add some difficulty which would be good :)
