Read the description:
"In addition, the tank comes equipped with the new "Ball Lightning" EMP shell designed to damage and also disable hardware targets, making it a significant threat to the highly digitised and automated armies of the US and their regional allies."

It says nothing about energy weapon or projectile. It still fires shells that cause an EMP effect. The damage is done by the kinetic aspect of it.

Description

During the 2020s, General Leang, then a rising star of the People's Liberation Army, was placed in charge of a special unit whose purpose was to study foreign military doctrine and equipment to devise effective countermeasures. In this capacity, she was tasked to analyse the new American Paladin tank, one of which had been recovered by Chinese forces in Central Asia during the war against the GLA.

A product of this study was the ZTZ-28 "Iron Dragon" battle tank. Comparable in weight, engine power and protection to the US Paladin, the Iron Dragon was designed to defeat its American rival (as well as the latest South Korean and Japanese tanks of similar quality) in a direct 1:1 engagement. To this end, it is equipped with an electromagnetic pulse generator, capable of shutting down the electronics of any nearby vehicle or building, friend and foe alike, in a large area around it. The tank itself also becomes temporarily disabled in this process, but is designed to recover from this more quickly than its adversaries allowing it, or friendly tanks outside the affected area, to destroy them with impunity. In addition, the tank comes equipped with the new "Ball Lightning" EMP shell designed to damage and also disable hardware targets, making it a significant threat to the highly digitised and automated armies of the US and their regional allies. For added protection, the tank is equipped with a mine plow, protecting it against mines and improvised explosives.

Following the end of the war, and America's retreat into isolation, large scale production of the Iron Dragon was called off, though a moderate number of tanks entered service with the 73rd Group Army under the command of General Mau Fenhua, a former protégé of Leang, based in Fujian. A simplified export version, lacking the complex EM components, has been sold to Pakistan, Ethiopia and Nigeria.
