How do I sell prisoners? I cant seem to find ransom brokers or anything like that anywhere.

Whenever I try to play the game loads fine but then the textures all degrade and the shapes become weird and lose colour becoming a whitish grey with disfigured parts.
And my AI opponent always just builds resource collectors and refinery's even an hour into the game. Any advice on what is happening ???
