Khans certianly will not suit Eldar, as eldar are cunning and powerful fighters.

And brotherhood of steel could be Blood Ravens, though the tainted chapter master Tyras has been slain and Gabriel Angelos is now in control of the chapter.

It would be awesome with necrons as random encounters through the wasteland.
I think that (if you could make it happen) the Khans could be Catachan deserters (the jungle guys)
