See it like that,
plans change especially if it is a huge project like that. Remember when GSC delayed SoC so many times and they were an even bigger and more professional team than Dez and his pals. Speaking of late dates, back then Lost Alpha started as a "old content restoration"- project but slowly it began to grow into more than just that, they started to make things from scratch adding new content that im sure cost a hell of a time and its something you will never see in other modifications.
You can't plan everything upfront on such a huge thing it happens with time. We would have lot lesser content right now if the release had been years ago.
Next thing is finding and most importantly keeping good people on your project while it is made and if you've been around here for quite some time you would know that people left during the process of making the game so not only does this slow down the process but finding new replacement eats a big amount of time aswell + these guys have friends, family, jobs, real life.. so yeah you can bet your *** that they will not spend their free time only on LA.
Everything needs time so if you dont know the reasons for a delay please have a seat and be quiet cause Girl please.
Right now as it seems Gsc will charge for it (maybe via Steam) thats why they told Dez to fill the empty world spaces to make it a more polished game.
Because of the engine modification it cannot be released as a (free) mod anymore and be realistic they don't have the money to buy the rights from Gsc, so even if it would be ready right now the release is not on their hands anymore.
