I did not actually make this file myself, you could try asking someone on the official CoH Discord, that's how I got this file.

You can find it on Steam, just type in Company of Heroes: The Great War 1918

For those with the Steam version of Red Alert 3, this got the mod working for me (from the mod developer):

Add -modconfig "C:\Users\USERNAME\Documents\Red Alert 3\Mods\TheRedAlert\config.txt" to your Steam launch options (right click Red Alert 3 and click 'Properties...'), make sure to replace the quoted part with your actual directory path to the mod's config.txt file.
