Good guestion. You can change the bloom amount or disable it completely in the reshade menu. Though the most important effect this mod adds is the LUT color correction which gives the game film camera style colors with washed out blacks and stronger blues and yellows. There are a bunch of other effects as well such as eye adaptation, lens flares and sharpening.
