Unfortunately, the game has it boundaries, and it takes countless hours.

First try to go on Steam and Victoria II Properties and Local files and Verify integrity of game files, if this is not helping then try to delete the game completely with all the files.

Do you have the two main dlc´s, A house Divided and A Heart of Darkness?

I have got it to work now, it was the The Great War 1918 that caused the bug.
