No it does not have balance changes. The balance mod is indeed outdated and has not been updated for over 5 years. I don't recommend to use it. When the stars align, I will publish a new balance mod that includes all the bug fixes of the vanilla patch.
Correct. To get an advanced allied unit, you need to upgrade them from basic units.
The online multiplayer requires a connection to the official game server. Unfortunately, the official server has not been online for 6 months. I've been planning to see if I can implement LAN connection to allow multiplayer without the server.

No .PAK files at all? Do you have a CD version? What do you have in your installation folder?
Anyway, you should place the data.600.pak file in your Eador root folder, wherever you have installed it.
The error is almost impossible to fix completely. But there should be less with the patch. Use lower graphical settings to reduce.

0.9.52100 is just a fix for the optional improved AI, an important fix but if you don't use it doesn't matter.

In the video settings, in "Scenery" sub-menu you can control the amount of decorative objects. However, if you're suffering from access violation errors, I recommend to reduce the amount of objects.
It seems I had intentionally removed the ability cancellation by right-clicking and I can't remember why. It's possible that there was a good reason. Anyway, I put it back there now. Report if you encounter problems.
About the hero bug, it should not happen anymore but in an earlier version a while ago there was a bug that caused it to happen. Those heroes would remain there even after I fixed the root cause and I don't deem it worth the effort to figure out something to get them out of that situation. Time will heal.

Fixed and updated. Thanks for reporting and the helpful testing environment. This bug had a chance to appear only if you left units as they were at the start of the battle or if you manually turned them in their place.

Did you use the latest version I published a couple of days ago? The older version had this bug that would sometimes display the flying text for backstab.
I see. 75 is double the speed of the game without the patch so I figured it would be enough but I can raise it for the next version.
Currently you cannot. How it works that if you go above 75 it will jump to 500. Is 75 too slow, but 500 too fast?
Hello. Glad to hear. In the Discord server (link in description), you can get the latest news about progress. There's a lot to do and the progress is slow. Currently, I'm working on optimizing the pathfinding code to help with the huge lag that's a problem with hero selection when you control a great amount of provinces.

I understand now. So it is like shared action points, and completely unrelated to stamina. Interesting.
What I mean is that if one unit rests for a turn, how does another unit recover less stamina because of that.
While mechanically suitable, I don't know how to explain that so that it makes sense in-universe.
I was more about cutting down sources of stamina and increasing the consumption.
