Not sure what's going on here. Most people have managed to play the map pack just fine when it's installed according to instructions. Just remember Campaign Mod works only in vanilla TSS by default.
One way around this is to open Full_File_List.txt. It's included in both release versions. Look for lines containing "MegaCampaignMod". So when you'll extract the files to the game folder, remember to skip those files so then the Campaign Mod won't get installed.
You can change the weapons they use by editing EnemyArchetypes.ini. Not sure how less lethals would work there though.

Currently I'm not planning an update of this pack but it depends on some factors. It seems there's more community interest in SWAT 4's Mega Map Pack.

All of these custom maps should work fine in SEF, but if you play the mega campaign mod, there's some limitations, see below.
It might be a little confusing when Elite Force also calls it's feature "All Missions". If you select the career provided by the map pack in SEF, custom missions are not visible because SEF overrides the campaign. Instead, just create a NEW career and select the option "All Missions" so that SEF loads all the maps installed.
Mega Campaign Mod has most of the maps that have full single player campaign mode support. If you want to play any maps, there's some functionality in the Elite Force Mod that pulls all of the maps from the hard drive and creates a custom campaign (not part of this download).
I now updated the installation steps to be more detailed and probably avoid any confusion. If you're not sure what and where to unzip, follow the steps explained in the wiki page closely. Also if you're installing the map mods under "See also", there's a different guide too.
I think it was tested to work with HSME. You just have to unzip the maps normally, and then follow the instructions for installing Mega Campaign Mod for other TSS mods. If the maps won't show up in e.g. server setup menu, they are unzipped to the wrong folder.
Usually with these cases the files are located in the wrong folder and the game can't find them. All the files with s4m extension has to be located in the Maps folder, tex files in the Textures folder etc. See the details here: Induktio.net
I'm not developing Swat 4 Tools but I think it should work with the GOG version. Or do you have some kind of a problem there?
This version may have some kind of a issue with hosting dedicated servers. If the server has Content/Textures/gui_tex.eng_utx and ContentExpansion/Textures/GUI_tex2.eng_utx files installed in the base game, clients won't be able to join because of a gui_tex file mismatch. One solution is to delete those files on the server side.
Over the last week or so, we've had a huge spike in the number of downloads. It seems it's caused by the GOG game launch. In any case, if you have an account, remember to rate the map pack on the right sidebar!
That's an interesting idea. I actually thought that the files wouldn't work when copied to other mods, but it turns out they can be used with some caveats. I updated the description with the instructions.
To put maps in the quick mission maker, one would need to edit the map files and assign a new label, and it would not work in a vanilla game mod. I'm quite sure that it can't be added in this map pack.
All I can say is you're probably behind a firewall which prevents any communication with peers. Normally there's at least a dozen peers seeding. Check the connection icon at uTorrent's lower right corner.
Basically any TSS custom map also works in SAS or SSF by default. Campaign Mod is only tested for TSS, though.
The "restart mission" button doesn't work well with the mod maps. Instead just open the console and type "reconnect".
This torrent has extra seeds activated so it should never be unavailable. Try checking the torrent connectivity.
Okay, with this Mega Campaign Mod (in the new 2.0 release) we can finally start the custom maps in career mode.
SWAT 4 v1.0, v1.1 and TSS v1.0. Some maps just will not be available in vanilla version.
These QMM scenarios are also included in the Mega Map Pack: Moddb.com The installer puts them in the correct folder.
A little bit of a fun factoid: this project originally started as a hospital rooftop bearing resemblance to the SWAT 3 City of Angels Hospital. That's where the helipad idea came from. Later on it was changed into a more interesting looking office map.
Probably it can be done by editing some .ini files, although I don't have any idea which ones those might be. So basically you would have to create a new mod.
