There is no option to override and download the files anyway. It is a total block.

I've never seen Avast do that before, which is why I think Windows Defender is doing it. Problem is, there is no way to turn it off. I've looked and looked, but the processes described on line all lead to a direction to turn off a setting that doesn't appear in my version of Defender.
