Yes its work this way. No matter how they want publish it on beggining, there is 2 variants. Or it will never released cuz of stupid crytek politics. Or it will be dropped to cummunity, thats what modding about, modders do what they like and share it for the community, otherwise they would not even talk in public about their work to anyone.

If its really only based on steam servers then its problem. But im almost 100% shure that it still have direct connect and LAN at all. So it should not be a problem.
