At the moment mods can be created by tweaking the xml files, but since proper Modding tools haven't been released yet, today modding is a long and complicated (and limited) process ...

Inferno as a playable faction with cities and everything would be kinda weird... I have a hard time imagining demon taverns and a demon marketplaces with demon villagers...
and for the stronghold, it will be a playable faction if you free them!
for the nagas, I'm planning to make them static PNJs like merchants and booksellers to avoid to have to animate them all ...
