This flew past my radar, didn't even notice this updated!
I had that same issue, that happens when you have too many bots in your map, try to lower to count to 16. If they suddenly stop joining, that means that the maxplayers got lowered to 4 for some reason.
Open the console and input "Disconnect" "Heartbeat" "Maxplayers 16" and then "map anymapthatyouwanttoplay".
The new bots are way better than the 1.0 iteration, even if their ai is still pretty basic, this time they manage to shoot the player.
