No, i believe the XM8 was canceled in favor of the M468 in early 2005.

You need to have the latest patch (1.04) for it to work
with no other mods installed

Idk maybe rising will take place over the period of time between MGS 2 and 4
he rescued Sunny from the Patriots, and when he contacted Snake during Act 2 He spoke of finding Big Boss' corpse in the past tense, which means that it took place before the events of Act 2 at least.

I also dont think he will have the cybernetic enhancements the whole game, it will most likely happen in the middle of the game, after he saves Sunny, which is when he was taken to Area 51 and was submitted to the cybo enhancements. Thats my theory, feel free to pick it apart, im sure i left something out :)
