i think you can't cheat the silenced luger even in vanilla. you can get silencer by command give all or weapons.

unfortunately i don't know how to cheat mg44, i tried many diffrent names but nothing works. Also Creator if you reading this, you made best mod for rtcw, but my sten still looks like **** XP
