Doomfuck seems to represent some activity of the mod.
I dont know who he is, in relation to the devs, but his comments are the only info we got, for now.

Its not dead, considering there was promises of a february release. Just check in from time to time.

Steam exclusivity might not necessarily be true. I might be wrong here, but the devs could just be using the steam SDK as a neat way for steam users to connect to games, the same way hamachi or tunngle would do it. This does not necessarily make it steam exclusive (again, i might be wrong).
In one of the images, there is the in-game server browser, showing a button that says "Connect-IP", which could mean that the mod will have regular ip connection abilities.
