Isn't that a form of just ignoring them? I mean even if they are full of ****, we shouldn't close our eyes and ears from them.
You fail to fully understand the edict.
All those within the Imperium of Man recognized are respected given their position, class and so on. Peasants to noble families, you get the idea. There's at least a slim amount of respect given to citizens.
To be purged from the Imperium's memory is among the greatest punishments, in that society. As humanity in 40k lore/canon is based off the attitude of a few centuries ago when reputation was practically your life.
Assumedly the offending party is often killed as a part of the whole ceasing to have ever existed thing. Especially when it comes to space marines for example, they can't just let heavily genetically altered super soldiers wander around. It's even the primary goal of the Dark Angels chapter to hunt down their long lost battle brothers who either went rogue to live on their own or fell to chaos during the Horus Heresy.
If the offending party is even lucky enough to be exiled, upon their return to the Imperium they will be killed on sight.
So basically, the fascists of Atheism+(********) are to be forgotten by time itself and purged with extreme prejudice upon appearance.
