I installed RA2 1.006 for the first time in years and installed the latest snapshot on top of it (with the scorched earth loading screen and all).
When i load a skirmish or a campaign the gameplay (units, map scrolling etc.) is slowed down to probably 1/4 of default speed. The voice over is still at default speed though which is quite funny.
I can see everything though, no blackscreen.

Edit: I found the solution to my problem on reddit
"The fix in the top comment works. Add VideoBackBuffer=no to the [Video] section in the RA2.ini (for the original) and RA2MD.ini (for Yuri's Revenge) files located in the install directory.
If RA2MD.ini is missing, just launch Yuri's Revenge, close it again and it should have been created.
