Could Kane be inspired by Cain, yes, and the cave could be where he conceived his plan, and/or taken up the name. Replacing Biblical elements with C&C ones seems an awkward path and a little lazy, but it's your fan fic.
A thought to keep in mind with the Bioshock 2 puzzle, Red/Green colorblind is the most common form of colorblindness in the world. So it would be a good idea to make sure that you have different light values for the colors in that puzzle that way they are easily differentiated for everyone.

I think handwriting it would be easier, and preferable for a sketch such as this, blueprints traditionally have hand drawn letters in all caps, prior to CAD where it remains all caps, but ofcourse, it's not hand drawn
It also says type II, suggesting they made a type I, which makes this even less real looking, the atomic bomb project in Germany wasn't to such a point that they could have even called anything as far a type I. It's like making a System Shock 2 without there being a System Shock, don't make sense
the date is placed strangely as well, AS/12/44
furthermore, how would you type out the lettering on a hand drawn engineering sketch?
