Actually, no. After you placed the pipe and broke the piece of wood between the gears, there was supposed to be a message on the screen that said "Now I can drain the water." You were supposed to turn the valve counterclockwise, and you would have been able to drain the passage. If you didn't see any message, and the valve still doesn't turn, it might be because you have an old version of the game or its files are corrupted. Or maybe it's just me being an idiot and not knowing how to create custom stories correctly. Still, try verifying the integrity of the game files using Steam. After the recent updates, custom stories have become less stable in the game. Sorry for the inconvenience. I'm not really good at communicating with people xd

I think this is a bug of the game itself. I had this bug too. To fix it, you need to verify integrity of game files using steam
